No, Poise can't affect a minion that's moving out of the fortress gate. Units can't be affected by a talent while in the fortress gate. A unit changing it's movement stat mid-movement would be problematic for how movement works, so you have to determine whether you're using Poise before the unit moves in order to determine its destination hex, and Poise can't affect the unit at that time.
