You can use Multiply on Bustuarius, and still fulfill the Multiply Opportunity while not adding any extra enemies into play.
The reason is because the Multiply Opportunity simply requires you to add the "2 additional enemies" icon to Bustuarius. You do so, and the opportunity is fulfilled, even though when the icon itself triggers, no additional enemies are actually populated because Bustuarius prevents any more enemies from coming out that round.
