The rulebook for Tanglewoods: Rose neglects to state the exception to the base game rules, that dice that are applied to undefeated enemies are not exhausted in the Exhaust Dice step. Unapplied dice and dice applied to defeated enemies are exhausted as normal. Dice move with enemies when they move.
