Does Field Advantage also affect Phase 2: Spoils? (no)
Field Advantage allows the Aldan to gain control over regions in which they are tied for most troops. However, this does not mean they are considered to have the most troops when determining Spoils. Spoils is determined off of most troops, not the controlling faction, so Field Advantage does not come into play if factions are tied for Spoils.
