To have control of a numbered region, you need to have more troops in the region than any other faction. Each faction is counted separately. For example, if you have 5 troops in the region, and one opponent has 4, and another opponent has 3, you control the region as you outnumber each other faction, even if your opponents collectively outnumber you.
