The flip trigger for Pied Piper says: "After completing an Engagement with four or more enemies entirely as Pied Piper, flip."
It is intended that you must complete the entire round with four+ enemies as the Pied Piper.
It is not intended that you can start a round as the Piping Piper, use the Into the River ability and flip, and then flip back yet that same turn.
