No. Inactive units ignore all of their talents, cannot be affected by other talents, and are ignored by other talents unless specifically stated by the talent. For example, a Horizon's Wrath unit with Swashbuckler will not gain +1 attack from adjacent inactive units and an Heirs unit with Rally will not promote nearby heir minions if they are inactive.
